Abstract
This article provides a comprehensive analysis of the level of public-private partnership (PPP) development in the regions of the Ural Federal District as one element of government- business interaction. The study is based on a multi-level analytical approach that integrates institutional, municipal, and investment assessments. PPP development is understood as an integrated characteristic reflecting the state of the regulatory and institutional environment, accumulated project experience, municipal performance, and the region's ability to transform institutional prerequisites into tangible investment flows. Based on regional rankings of Russian Federation subjects by PPP development level, municipal rankings of cities, investment volume data, and the participation of systemic private partners, interregional and intracity differences in the development of PPP mechanisms were identified. The authors used Spearman's rank correlation to verify the consistency of the results quantitatively. It was found that regions with greater accumulated experience in implementing PPP projects attract greater investment, while a developed regulatory and institutional framework alone does not guarantee comparable investment results. Municipal levels of PPP development also do not always align with regional indicators, indicating a gap between the institutional readiness of a federal subject and the practical activity of its administrative center. The obtained results confirm the need for a multi-level assessment of PPP when analyzing government-business interactions.
