Abstract
The article highlights the importance of comprehensive project diagnostics for further planning of investment priorities. The study aims to develop a methodological toolkit for assessing the prospects of technological projects based on multi-criteria scoring. The authors recommend considering the criteria of effectiveness and controllability as indicators of prospects. Methodologically, the research rests on a point-weighting approach to assessing the criteria and a summary indicator of the project’s prospects. The proposed scoring methodology is an analytical tool for the early diagnosis of technological projects in order to select the most optimal options from the available alternatives. The study tests the methodology using a portfolio of three projects of the “Ural Locomotives” enterprise as an example. As a result of the assessment, the authors have classified the projects into different levels of prospects. The paper recognises the project for the production of high-speed trains as the highest priority. The calculations show that the effectiveness criteria are more important than the controllability criteria. The scientific novelty of the work lies in the systematisation of the criteria for the prospects of technological projects, as well as in the expansion of the scope of scoring assessment application in the practice of portfolio analysis.
